This act primarily governs lower federal judges, complaints about the conduct of
justices can be filed. This prompts investigations and actions by the Judicial
Conference of the United States. But its application to the Supreme Court justices
is limited due to the separation of powers and the lifetime tenure granted to justices
by the Constitution.
